Peter is a leading legal adviser and consultant in the law and practice of public procurement and public procurement reform. He is a Fellow of the Chartered Institute of Arbitrators and a Member of the Chartered Institute of Purchasing and Supply. He is also Professor at the University of Nottingham.

Called to the bar in 1987, Peter specialises in commercial law, European Union law, regulated procurement and competition law.

On international regulated procurement, he advises and represents public and private sector clients on the impact of and compliance with the UK and EU procurement rules and the application of the WTO Agreement on Government Procurement. He was a member of the WTO Dispute Settlement Panel in the first major procurement dispute brought under the WTO Government Procurement Agreement.

Peter has extensive and wide geographical experience of drafting national laws and implementing rules and regulations in the field of public procurement; drafting standard bidding and contract documents and guidance; developing appropriate procurement regulatory and institutional frameworks and dispute resolution mechanisms; and the design and implementation of public and private sector procurement capacity building.

Peter is author of several books on procurement, including Public Procurement in the EU, Second Edition (OUP, 2007), and Regulating Procurement (OUP, 2004). Peter speaks Welsh, English French, German and Spanish.
